MTN Ghana blocked 4.8 million subscribers who failed to re-register their SIMs with the Ghana card. The move is in compliance with the directive from the National Communications Authority. According to the telecom giant, its subscriber base decreased by 6.3% to 26.8 million at the end of 2023. MTN Ghana blocked 5.4 million SIMs that were not registered with the Ghana card as of May 31, 2023. Six hundred thousand SIMs of the blocked cohort were however re-registered. The NCA through the telecom operators in October 2021 embarked on a nationwide re-registration of all SIM cards using the Ghana National ID card. The exercise was completed at the end of May 2023.

The Minister of Communications, Ursula Owusu-Ekuful announced the commencement of the re-registration of all mobile SIM cards on October 1, 2021, and the exercise was expected to have lasted for a period of six months but was extended several times for tangible challenges faced by SIM card users. Telecommunications companies (Telcos) in the country have begun blocking SIM cards of mobile subscribers yet to register their SIM cards. The exercise is in compliance with a recent directive from the Ministry of Communications and Digitalization. SIM cards that have been linked to Ghana Cards but not done the second phase of registration will be blocked from accessing data services on November 20 and completely deactivated on Wednesday, November 30, 2022. The Communications and Digitalisation Minister, Ursula Owusu-Ekuful, announced this in a statement issued on Friday, November 11. From Monday, September 5, 2022, mobile network subscribers in Ghana who have still not re-registered their SIM cards and has done only stage one re-registration will start receiving punitive actions including the blocking of all their outgoing calls and data services for 48 hours (2 days) per week. This will be done in a sequential batch of numbers on a rotational basis weekly as a second punitive measure.
